The newly revised "Law on Public Security Administration Penalties" has been implemented nationwide since January 1, 2026, and local areas have also simultaneously put in place corresponding enforcement measures. The following are some places where the regulations have been clearly implemented or where fines have been issued: 

Beijing

Beijing police have imposed a five-day administrative detention on individuals who violated regulations by flying drones without permission. This is one of the earliest cases in the country to apply the new "Law on Public Security Administration Punishments".
Meanwhile, an electronic fence for drones has been set up throughout Beijing, combining the new regulations to achieve dual control through "technology + law". 

2. Shandong (Jinan, Dongying)
Jinan: Local public security authorities have investigated and dealt with multiple cases of "unauthorized flights". People who flew in violation of regulations in controlled airspace such as the Lingyan Temple scenic area have been punished according to law. 
Dongying: Some people have already been fined 500 yuan for violating regulations on flying. In the future, those with more serious violations will be detained in accordance with the new "Public Security Administration Punishments Law".

Shandong has also issued the "Shandong Province Civil Unmanned Aircraft Public Security Management Measures", clearly stipulating 9 types of prohibited behaviors. The police can directly interfere with and intercept illegal drones.
3. Guangdong (Guangzhou)
The Guangzhou police have issued guidelines for compliant flying, clearly requiring drone enthusiasts to complete "real-name registration + airspace query" before flying. According to the new regulations, those with more serious "unauthorized flying" behaviors will be detained for 5 to 10 days. 

4. Hunan (Chaling)
On January 9, 2026, the Chaling County Public Security Bureau issued the first fine for illegal drone operation in the new year, punishing the offender in accordance with the law. This case marks the first application of the new regulations in Hunan.

5. Guangxi (Hezhou)
In January 2026, the Hezhou police dealt with a case of illegal drone operation. They imposed administrative penalties on the offender in accordance with the new "Public Security Administration Punishments Law". This is one of the earlier cases in Guangxi to apply the new regulations. 

6. Jiangsu (Nanjing)
Nanjing will implement the "Interim Measures for the Safety Management of Low-altitude Civil Unmanned Aerial Vehicle Flight in Nanjing City" on February 1, 2026, further detailing the penalty regulations for "unauthorized flights", and clarifying that the public security authorities can lawfully investigate and deal with violations of flight regulations.
